As background information, this report was commissioned and welcomed by the Minister of Indigenous and Northern Affairs, the Honourable Carolyn Bennett. The author of the report, Mr. Thomas Isaac, was appointed as the Ministerial Special Representative on Reconciliation with Métis. In his report, Mr. Isaac makes recommendations on the development of a Section 35 Métis rights framework as well as other initiatives to advance reconciliation with Métis. In addition, he reviews the 2013 Supreme Court of Canada judgement in Manitoba Métis Federation et al. v. Canada.

Mr. Isaac’s report offers important insight into Métis issues in Canada. He does not expressly state whether the Métis groups consulted meet the Powley test, but instead there is considerable emphasis on the need to conduct a national process, through which all Métis groups can participate.
